I wish MS would stop turning on these useless features that they "think" we need but actually make the UI clumsier. Way to go on obfuscating where the option is to turn this off. It used to be so much easier, i.e. Control Panel->Mouse->all your options there. Now the Control Panel is a mess. Give us back our "Classic" view.
