If you don't have a password recovery CD and can't get into a Vista login account, Option 3 in this file will create the Administrator login account with no password. You can then reset passwords. NOTE: Be careful when editing the registry. The directions say to put the cursor to the right of "11" and backspace to put in the value "10". Don't backspace twice or you will delete more data than required!!!! Backspace one time removes the "11".
This worked in Vista Home Premium Edition.
