You can use Internet Explorer's ActiveX Filter feature to prevent videos from automatically starting as you visit websites. The filter can only be set to on or off for a website, so once you allow a site to play ActiveX content, all pages on that site will be able to play ActiveX content.

You may be able to set an option within the site that is playing the video to prevent the next video from automatically loading, but this isn't an option that is directly configurable through Internet Explorer's settings.

If you would like to try using ActiveX Filtering, you can enable it by:

a) Open Internet Explorer
b) Click Tools
c) Click Safety
d) Click ActiveX Filtering (assuming there isn’t already a checkbox listed next to ActiveX Filtering)
e) Close Internet Explorer
f) Open Internet Explorer and check
